Academic Oversight of UCEAP
A formal UC academic unit, the University of California Education Abroad Program (UCEAP) is a systemwide program for University of California students to study abroad. UCEAP is a recognized leader in the field of international education.
Within the context of shared governance, the UC Academic Senate, academic units, faculty, and staff are extensively involved in the initiation, development, implementation, and oversight of UCEAP programs. Faculty involvement and oversight is a key resource for UCEAP and takes place at several levels.
The UC Academic Senate’s University Committee on International Education (UCIE) is the primary oversight body for all academic aspects of UCEAP programming. All UCEAP partner institutions and programs go through an extensive evaluative process at inception, a process that is overseen by UCIE. When UCIE approves a UCEAP partner university or program, it hereby approves the courses and curricula associated with that partner or program. After approval, all programs then undergo a review after three years. Programs that have passed their three-year review then undergo a further regular review every ten years. Programs are reviewed by ad hoc faculty committees consisting of one UCIE representative and one to three UC faculty members. The latter are nominated based on their experience with and knowledge of the host country and partner institution(s), subject matter expertise (in the case of discipline-themed programs), and knowledge of and experience with international education.
The Associate Vice Provost and Executive Director is responsible for supervision of all aspects of UCEAP programming. The UCEAP Associate Dean oversees the implementation of academic policies and procedures in the UCEAP Systemwide Office and UCEAP centers abroad to ensure that UC students are receiving accurate and appropriate UC credit and grades for the courses completed on UCEAP. The Associate Dean interacts with UC departments and campus staff on issues related to granting academic credit for UCEAP courses and promotes the integration of our study abroad programs and coursework with department curricula (academic integration).
The international studies offices at individual UC campuses recruit a member of the faculty to serve as the Campus Faculty Director for education abroad. The Campus Faculty Director oversees various aspects of international education on their campuses, and assists in the process of recruiting, advising, and orienting students who are planning to go abroad. In addition, these Campus Faculty Directors play a critical role in providing faculty advice and consultation to UCEAP. Faculty on campuses are in a unique position to work with colleagues, departments, and administrators to facilitate academic integration, ensuring that the academic work that students complete while abroad will count towards degree requirements. These appointments are at the discretion of the local campus.
The FAC functions as a standing committee, charged with assisting UCEAP with ongoing issues of program development and academic integration. The FAC provides counsel regarding new program development, the integration of UCEAP courses into the curricula of UC departments and programs, and student awareness of UCEAP opportunities. Faculty Campus Directors and UCEAP’s Associate Deans serve ex-officio on the committee.
FAC membership constitutes an important piece of university service for the purposes of merit and promotion reviews. The FAC typically conducts its work over email, and the workload is generally light. Faculty are invited to sign up directly to become a member of the FAC here. Membership does not expire, but faculty can contact UCEAP's Director of Academic Development to remove themselves from the committee roster.
